Combine first 3 ingredients
in a large bowl and make a well in center. Combine egg, milk and oil and stir
well. Add to dry ingredients and stir until moistened. Combine blueberries,
1 tablespoon flour and 1 tablespoon sugar, tossing gently to coat. Fold into
batter. Spoon batter into greased muffin pans, filling 2/3 full. Combine remaining
sugar, flour and cinnamon. Cut in butter with a pastry blender until mixture
is crumbly. Sprinkle over batter. Bake at 400 degrees for 18 minutes or until
golden. Remove from pan immediately.
